New application for Mandatory HMO Licence

One application is required per property.

Required items

The following documents are required.

  • Basic Disclosure and Barring Service (DBS) check (for both the proposed Licence holder and the proposed manager – see this page of our website for further information)
  • Property plan with room dimensions
  • Fire safety risk assessment - Please visit here for more information regarding FRA's.
  • Fire detection system test reports
  • Emergency lighting test reports
  • Competent electrician inspection report
  • Gas safety certificate (if applicable)
  • Energy Performance Certificate (EPC)
  • Evidence of insurance

Bedroom Sizes

Please note, the minimum room sizes permitted for a room used as sleeping accommodation are as follows:

  • 6.51 m2 for one person aged over 10 years
  • 10.22 m2 for two persons aged over 10 years
  • 4.64 m2 for one person aged under 10 years

Licence Fee

The licence fee is payable in two parts:

  • Part A fee: Application Fee - For houses in multiple occupation (HMOs) which contain 2 or more units of accommodation (1)
  • Part B fee: Licence Issue Fee

The Part A fee is payable on submission of your application. The Part B fee is payable once the council has decided to propose to grant a licence.

A mandatory HMO licence will not be granted until the Part B fee has been paid.

(1) A unit of accommodation refers to a single letting unit, which may be a bedroom, a bedsit room, or a self-contained unit.
